2 different ways of exporting, they are the same or different operations?

The more information I get, the more confussing it seems.
Please tell me if they are the 2 different ways of exporting or the same export function

Hi,

1) Page Builder templates export is a feature that allows you to save content configuration within the current theme settings.

2) Theme export exports everything including your Page Builder templates.

As ussual you didn´t answer to my question, a waste of time.
After ELEVEN DAYS you didn´t answer to my question
It seemed you even didn´t see to the picture.
A completly lack of sympathetic attitude
So please, LOOK AT THE PICTURE AGAIN
and tell me if both actions are the same EXPORT feature?
I ask you because I don´t know what this button means, what is its function, (see the attached picture) and please give complete explanations otherways it will take me years to know what is what?
