ajax quick checkout with theme Technopolis

Region / State always default is TPHCM, althought cumtomer set other region. So address is not right.
Ex: cumtomer set region is TAY NINH, but invoice is TPHCM.
How can I fix it?

Region / State always default is TPHCM

Is this happening on the default theme? Generally this should not be a theme related problem.
