Demo Store Layout Not Loading

So I am having an issue where the demo store layout is not loading properly. It is looking like it has installed and in the admin section everything is fine (IE it loads everything) however the page is not changing.

I don’t know how to describe it better than that. it is the base Pavillion setup with the blue bar and such, however in admin pavillion control panel everything is setup to stylish. I have tried to reinstall opencart 4 times with totally fresh installs of both opencart and pavillion with no luck. There are no other third party mods installed.
