How do I keep system>storage>…product.tpl from updating when mod cache is refreshed?

Whenever Mod cache is refreshed the file system>storage>modification>catalog>view>theme>pavilion>template>product>product.tpl gets updated… When this happens add to cart button stops working… My workaround is to delete the file, everything works after that so I know its not a necessary file. BUT.. how can I make it stop overwriting that directory when mod cache is refreshed? its a recipe for disaster to have to remember to delete file every time.
