How to switch language for the top and bottom

Please advise how to switch the language for the top “Welcome visitor you can login or create an account.” and bottom “© Copyright 2016 ”

I installed Chinese language, but the top and bottom only display English.

Please advise, thanks load.

I have read the tutorial and I know the text can be modified in footer.tpl

For the welcome message in the top, I found the way to modify it in:
\catalog\language\[Language]\pavilion\theme.lang.php

$_['text_welcome'] & $_['text_logged']

However, for the copyright message in footer, is it language-independent which only can have one single language for all pages? Since I found it is hard-coded in footer.tpl.
