When I enable RTL for admin the design breaks. Can you please suggest the correct way to enable rtl in admin?

Do you have a live example, so we can check? We will need the website url and admin in that case.
You can use hidepost to share private information with the support staff.

I would like the whole admin to be rtl such as left column on right side, etc..

Is RTL administration enabled? We can only see a normal LTR control panel with some texts in Hebrew.

I figured that selecting Hebrew as default would be enough as it has dir=rtl in the language file.
Please suggest how to enable rtl control panel.

I added the code to the css file but the “save payment images” submit button still glitches to the right when scrolling the page.
