[URGENT] Special characters not working

So i translated global.lang to the main language of the website (Slovenian).
But the problem is it does not show these characters (Š,Č,Ž), instead it shows this �

What can i do to fix it?

Just change the encoding of the file(global.lang.php) to UTF-8

Unfortunately the wrong encoding is a very common issue.
